Russian President Vladimir Putin signs multiple deals with Vietnam in bid to shore up ties in Asia

Russian President Vladimir Putin on Thursday, signed at least a dozen agreements with Vietnamese President To Lam during a state visit aimed at strengthening ties in Asia and countering Russia‘s growing international isolation due to the war in Ukraine.
The deals covered various areas, including education, science and technology, oil and gas exploration, and clean energy.The two countries also agreed to collaborate on a roadmap for a nuclear science and technology center in Vietnam.
Although none of the publicly announced agreements explicitly pertained to defence, Lam mentioned the existence of additional undisclosed deals. Putin emphasized the shared interest between Russia and Vietnam in “developing a reliable security architecture” in the Asia-Pacific region without “closed military-political blocs.” Lam further stated that both countries sought to “further cooperate in defence and security to cope with non-traditional security challenges.”
According to experts, Putin’s recent visits to China, North Korea, and Vietnam are attempts to break Russia’s international isolation.
For Vietnam, Russia is crucial as the largest supplier of military equipment and for its oil exploration technologies that help maintain Vietnam’s sovereignty claims in the disputed South China Sea. Vietnam has also licensed Russian state-controlled oil company Zarubezhneft to develop an offshore block off its southeastern coast.
During the visit, Putin met with Vietnam’s most influential politician, Communist Party General Secretary Nguyen Phu Trong, and Prime Minister Pham Minh Chinh. The U.S. Embassy in Vietnam sharply criticized the trip, stating that allowing Putin to travel freely could normalize Russia’s violations of international law. Concerns have also been raised about a possible arms arrangement between North Korea and Russia, which both countries deny.
While it is unlikely that Vietnam would supply significant quantities of weapons to Russia and risk damaging its progress with NATO members, the long-standing relationship between Hanoi and Moscow is evident in Vietnamese cities, where Soviet-style apartment blocks and a statue of Vladimir Lenin can be found. Many of Vietnam’s top Communist Party leaders studied in Soviet universities.
Vietnam’s pragmatic policy of “bamboo diplomacy”- a phrase coined by Trong referring to the plant’s flexibility, bending but not breaking in the shifting headwinds of global geopolitics- is being increasingly tested as the country balances its relationships with major powers like the US, China, and Russia.
Although Vietnam has remained neutral on Russia’s invasion of Ukraine, experts suggest that the country must carefully calibrate its actions with Russia to avoid tensions with the US, which is crucial for Vietnam’s economic ambitions and defense diversification.
