According to the ministry’s briefing, visa and entry reforms (including an online arrival-card QR system and 65 ports eligible for 240-hour transit waivers) will be in place before Golden Week 2026. The government also pledged fiscal incentives to airports and rail hubs that create “inbound consumption clusters,” echoing free-port models in Hainan.
