20 Most Affordable Places To Live in New York

New York is home to more affordable locales than you may realize. A new in-house GOBankingRates study has uncovered 20 places where the cost of living is just under $37,000 annually. And some of these cities include popular tourist destinations.

For this study, GOBankingRates studied New York cities with a 5,000 total population (minimum) and calculated the total cost of living using each metro’s average mortgage and expenditure costs. Additional information sourced included the median household income, average value of a single-family home and livability score.

Ranked from lowest to highest cost of living, these 20 cities are among New York’s most affordable. Also, see which places ranked as New York’s most expensive cities.

Methodology: For this study, GOBankingRates analyzed cities in New York state to find the most affordable places to live. Cities in New York were identified using the U.S. Census 2023 5-Year ACS. To qualify for this study, the city had to have at least 5,000 total population. The total population, population ages 65 and over, total households and median household income were sourced from the U.S. Census 2023 5-Year ACS. The cost-of-living indexes were sourced from Sperling’s BestPlaces and by using the national average expenditure costs, as sourced from the Bureau of Labor Statistics Consumer Expenditure Survey, the average expenditure cost can be calculated for each city. The average single-family home value was sourced from Zillow Home Value Index. Assuming a 10% down payment and using the national average 30-year fixed mortgage rate, as sourced from the Federal Reserve Economic Data, the average mortgage can be calculated. Using the average mortgage and expenditure cost, the total cost of living can be calculated. The livability index was sourced from AreaVibes and included as supplemental information. The cities were then sorted to show the lowest cost of living first, representing the most affordable places to live in New York state. All data was collected on and is up to date as of Dec. 3, 2025.
