李惟宏倡完善惡劣天氣下銀行處理實體支票 下調股票印花稅至單邊0.05% (18:23) – 20240722 – 即時財經新聞

港府將於9月23日落實於惡劣天氣維持交易。李惟宏指出現時於實行方面存問題,唯獨是於處理實體支票安排方面「不理想」,而他與業界溝通時,發現外國客戶可用手機拍攝實體支票,而外國銀行可透過手機應用程式,以遙距方式處理其交收及結算的方法。他同時建議金管局提升金融基建配套,以更靈活處理實體支票交收。

被問到是否曾與銀行業畀討論其方法的實際可行性時,李惟宏回應,他曾與銀行業界於維持惡劣天氣下交易的討論時,提出過外國銀行遙距方式處理實體支票的方法,但當時銀行相關的技術人員不在場,未能就其可行性獲得的即時回應。

被問到會否同時建議銀行業界於惡劣天氣遇上假期的情况下,建議銀行安排人手處理實體支票的交收及結算,李惟宏表示,雖然投資者可預視公眾假期對有關實體支票處理的影響,惟惡劣天氣為突發性,建議銀行於人手方面可「行多一步」,令維持於惡劣下維持交易的安排更完善。

李惟宏建議,港交所(0388)旗下倫敦金屬交易所(LME)積極研究及盡早落實在港設立大宗商品交割倉,除有助促進物流業外,亦可帶動香港商品期貨生態圈及相關的融資發展。
