陶玲接受人行旗下的《金融時報》及雜誌《中國金融》訪問時指出,隨著人民幣的國際地位及全球影響力不斷提升,人行在推進人民幣國際化方面,提出做好貿易投資便利化、深化金融市場開放、支持離岸人民幣市場發展、建立健全金融基礎設施及統籌金融開放和金融安全,五大工作範疇。

人行會滿足各類主體對人民幣交易結算、投融資、風險管理等的需求,推進貿易投資便利化;亦會深化金融市場開放,增強金融市場透明度、規則性和可預期性,提高人民幣金融資產流動性,豐富風險對沖工具。

陶玲又指,會支持離岸人民幣市場發展,健全離岸市場人民幣流動性供給機制,完善境外主權債券發行長效機制,豐富離岸人民幣金融產品,拓展內地與香港金融市場互聯互通機制,完善其他離岸人民幣市場功能。

她又指,人行會健全金融基礎設施,提升人民幣跨境支付系統(CIPS)服務能力,擴大服務範圍,提高人民幣清算結算安全性和效率;亦會推動境外人民幣市場建設,優化人民幣清算行佈局,發揮好貨幣互換機制作用。

同時,統籌金融開放和金融安全,築牢「防波堤」,加強跨境人民幣業務監管,完善跨境資金流動評估預警體系,健全本外幣一體化的跨境資金流動宏觀審慎管理框架,構建適應高水平開放的金融監管和風險防控體系。
