北部都會區索性「外判」深圳 利多於弊?

特區政府大力鼓吹的深港同城化終見成果,繼北上消費後,近日更有香港公司為慳錢將辦公室搬至深圳。事實上深圳科技業領先全國,市政府在工作報告提及要力拼「硬核力」、「含深度」,港府或可將千億北部都會區的高新科技地帶「外判」深圳,大大減輕香港財赤之餘,又可貢獻科技發展、以及拯救祖國低迷商廈市道,一舉多得。

據世邦魏理仕的市場數據顯示,在亞太區市場中,中國有多個城市位處辦公室空置率前列,當中以深圳情況最嚴峻,2023年空置率為26.3%,料今年會再升至28%,而去年租金按年跌6.5%;相比之下香港雖然整體空置率沒有那麼慘淡,預料今年為17.2%,但仍有多家企業遷離核心地區,包括美國銀行棄租長江中心一層半樓面,後勤員工遷至葵涌,金管局亦計劃將超過100名員工,由金鐘太古廣場搬去九龍ICC,而甲級商廈重點新供應的The Henderson和長江中心二期,出租率分別只有六成和一成。

有深圳中原經紀爆料,指有近日香港公司為了節省租金支出,轉為在深圳開設辦公室,主要因為兩地平均租金差距達2.5倍;撇除管理費等額外支出,目前深圳甲級寫字樓平均租金約每方米160元人民幣,籠統推算與香港甲級寫字樓均價相差約2.5倍。觀乎市場現況,港企北上雖未至成為主流,但對老闆來說講錢最實際,當兩地營商環境越來越相近,加上交通及生活配套越趨便利,將公司搬到深圳逐漸成為大趨勢。

在這個背景之下,港府「北部都會區」重點規劃項目,也可以藉著深圳租金下調的機遇,將部分功能「外判」予深圳,首先在千億財赤,以及樓市低迷令庫房收入減少,推行預算已達2,240億元的北部都會區回本風險增加,如為減磅值得探討,深圳租金低、高新科技領先的優勢,或是最佳答案。

當中將北部都會區的「創新科技地帶」規劃交棒深圳最為可行,除了香港企業北上可以支持深圳租務市場,對促進國家科技發展也是一大好處。眾所周知,深圳是中國高新科技重鎮,方數據指深圳2023年GDP達3.46萬億元,同比增長6%,當中以先進製造業及高技術製造業佔比超過六成。而2024年的深圳市政府工作報告中,以提升科技創新「硬核力」、增加全球市場「含深度」成為重點目標,更點名稱讚比亞迪進入19個歐洲國家,並在巴西、泰國等國登上新能源車銷量冠軍,另外手機品牌「傳音」更稱霸非洲手機市場,還未計騰訊、DJI等行業老大哥,若香港的資金及人才直接在深圳大展身手,可達事半功倍之效。

長期以來香港被指創新不足,「high tech揩野,low tech撈野」更深入本港商界DNA,因此特區政府於2015年成立了創新及科技局,加強對科研界和業界的支持,已在創科發展方面投入逾千億港元,而香港也以「吃四方飯」的世界仔特質,盡吸世界科技、吸收後再貢獻祖國。不過2020年美國宣布對香港實施出口管制,暫停對香港出口美國國防和軍民兩用技術,並限制香港獲得機器人、AI等高科技技術及產品,衝擊香港科技企業和大專院校的研發活動,因此此香港科研更要倚重祖國精英,高度合作,突破港人北上「逛山姆、食海底撈」的口腔期層面。
