華爾街日報早前報道,美國政府正在考慮大幅下調對華關稅。一位不具名的白宮高級官員透露,對中國商品的關稅最終可能下調至約50%至65%。此外,行政當局還在考慮分級稅制,類似眾議院中國特設委員會去年末提出的方案,對美國認定為非國家安全威脅的商品徵收35%的關稅,對於美國利益具有戰略意義的商品則徵稅至少100%。

一位白宮官員表示,如果北京光說不做,那麼報道中提到的條件就不會落實。

財政部長貝森特稱,美國不會單方面降低對華關稅,而且全面貿易協議可能需要兩到三年的時間才能達成。

白宮新聞秘書Karoline Leavitt接受霍士新聞採訪時說,「美國不會單方面降低對中國的關稅。總統已經說得很清楚了,中國需要與美國達成協議,而我們樂觀認為這會實現」。

當被問及特朗普就關稅和貿易政策向誰諮詢意見時,貝森特表示總統經常徵求商界領袖的看法,他提到了零售業巨頭的拜訪並透露「德國三大汽車公司周五都來了」。

白宮尚未正式啟動與中國政府的關稅談判,不過特朗普被問及雙方是否正在接觸時說:「一切都正在發生」。「我們將有錢大家賺,而且每個人都會滿意」,「我們不再會是世界上每個國家都來敲詐的那個國家了」。

報道引述消息指,貝森特最近建議特朗普表明他無意解僱鮑威爾並告訴市場他相信聯儲局的獨立性。《華爾街日報》報道稱,商務部長霍華德·盧特尼克也呼籲在聯儲局問題上要謹慎。

貝森特周二稱,與中國的關稅戰打下去雙方都無法承受,全球最大的兩個經濟體必須找到緩和緊張局勢之道。特朗普當晚被問及貝森特的說法時表示,美國與北京方面相處得「很好」,他預計談判不會是「硬碰硬」。

特朗普還表示,他認為沒有必要和中國最高領導人習近平硬碰硬,在接觸中他也不會提出新冠病毒溯源這個在北京看來極具政治敏感性的問題。白宮不久前啟動的一個網站暗示病毒來自中國一個實驗室,令北京方面甚為不滿。
