The device is the Hulk inhibitor, a prototype Banner created to suppress gamma radiation and revert to a human state. He used similar technology in Shang-Chi and She-Hulk: Attorney at Law, where it helped heal his injured arm.
In She-Hulk, Banner explains he created the inhibitor because his Smart Hulk transformation became permanent. He could no longer turn back into Bruce Banner naturally. A Sakaaran spacecraft caused a car crash that destroyed the original version, forcing him back into Hulk form.
