Hong Kong’s leader John Lee Ka-chiu has pledged to establish a “systematic policy framework” to align development goals with mainland China’s 15th five-year plan, aiming to formulate the city’s own blueprint by the end of the year.

The chief executive made the remarks during a steering group meeting on Thursday convened to discuss Hong Kong’s participation in the nation’s five-year plan, which will guide mainland China’s economic and social development from 2026 to 2030.

At the meeting, Lee Ka-chiu brought up his proposal to set up a task force to plan the city’s first-ever five-year blueprint.

“At today’s meeting, I emphasised that I will lead the government in constructing a systematic policy framework to proactively align with the nation’s 15th five-year plan,” Lee said in a social media post.

“We will make more comprehensive, more precise and more detailed strategic deployments in key areas to promote Hong Kong’s better integration into the overall national development,” he added.
