
14th April 2025 – (Hong Kong) The Hong Kong Logistics Development Council (LOGSCOUNCIL) convened a meeting today, chaired by the Secretary for Transport and Logistics, Ms Mable Chan, to discuss the impact of the United States’ recent imposition of so-called reciprocal tariffs and explore strategies to navigate the challenges facing the logistics industry.
Ms Chan criticised the U.S. decision, which disregards Hong Kong’s status as a separate customs territory under the Basic Law and its role as a free port that imposes no tariffs. She noted that the industry remains steadfast despite concerns over the uncertain trade environment and is actively seeking solutions to counter the adverse effects.
Speaking at the meeting, Ms Chan pledged that the Transport and Logistics Bureau (TLB) would stand in solidarity with the industry, providing leadership and guidance to address the challenges. She outlined five key strategies to bolster the sector: (i) exploring new and emerging markets, (ii) enhancing collaboration with ports in the Guangdong-Hong Kong-Macao Greater Bay Area to develop additional cargo sources, (iii) exempting import and export licence requirements for certain goods to attract more transshipment cargo, (iv) strengthening international port and shipping cooperation, and (v) expanding aviation and maritime networks to identify new growth opportunities.
The TLB, in collaboration with other government departments such as the Customs and Excise Department, will implement trade facilitation measures to reinforce Hong Kong’s position as a global transshipment hub. Initiatives include the expansion of the Single E-lock Scheme, the Free Trade Agreement Transhipment Facilitation Scheme, and the Air-Land Fresh Lane. These efforts aim to consolidate and enhance Hong Kong’s standing as an international maritime, aviation, and logistics hub.
Ms Chan emphasised the government’s determination to work closely with the industry, ensuring Hong Kong’s logistics sector remains resilient, competitive, and capable of navigating the evolving global trade landscape.
