Former US Army CIO Leonel Garciga says that the tension playing out with US Army's rapid adoption of AI technologies is ...

The US Army is reportedly racing to integrate artificial intelligence and digital tools across its operations. However, the former chief information officer Leonel Graciga feels that the real challenge isn’t the technology, it’s the people. “The hardest part is never the tech, ever,” Garciga told Business Insider. “It’s getting workers to rethink how and why they do things, and encouraging them to play with new tools in a sandbox with some supervision.” During his three-year tenure, Garcia pushed through red tape and accelerate experimentation. His philosophy was simple: roll out tools quickly, prioritise user experience and accept the risk of failure. “Let’s just make it ubiquitously available and see what happens. Let’s break some glass,” he said. This approach ran counter to the military’s traditional yearlong development cycles, but Garciga argued that speed was important to keep pace with evolving threats and technologies.

Leonel Garciga also highlighted US Army’s biggest problems

As per the Business Insider report, Garciga also highlighted that many of the Army’s biggest problems stemmed from poor user experience. Solders often waited for weeks for the access to the systems and also struggled with outdated memo formats and faced excessive paperwork for routine tasks. Even basic communication tools frustrated troops. One of the most popular requests he received was for help turning messy memos into properly formatted documents.

AI adoption creates whiplash

The Army’s rapid deployment of AI tools has created a sense of whiplash among personnel. Soldiers and civilians are being asked to experiment with new platforms, but many feel overwhelmed. “Probably the biggest demand signal we get is, ‘Hey, how do I get trained on this because I don’t understand what I’m looking at?’” Garciga said. Policy gaps add to the confusion, as governance struggles to keep pace with technology.

Recently, Garciga joined Booz Allen as a Senior Executive Advisor. In this role, Garciga will leverage his leadership, experience, and passion for providing technology to the warfighter to enhance the company’s delivery of defense technology products and solutions in alignment with Department of War priorities. “After a remarkable career with the Army, I’m excited to bring my passion for reimagining technology’s role in mission success to Booz Allen, where I can continue to accelerate the convergence of technology, data, and vision to solve real operational challenges,” Garciga said. “My mission remains the same: delivering capability at scale, faster, for no-fail missions.
