立法會選主席 陳振英倡加強行政立法溝通 李慧琼:遇重要議題會留守立法會 (10:41) – 20260108 – 港聞 – 即時新聞

論壇期間,勞聯議員林振昇關注立法會主席將如何拿捏議員提出緊急質詢的準則。陳振英指要與政府商討,指兩難之處在於議員可能希望就社會關心的議題緊急質詢,但政府亦可能認為會在其他平台交代,而不希望在議會上說明;李慧琼則指緊急質詢屬立法會事權,會按照議事規則考慮,行政機構並非重要考慮因素,考慮時會與議員商討,以及思考批出緊急質詢會否引發先例等因素。 民建聯議員姚銘關注,立法會主席日後如何團結不同界別和背景的議員。李慧琼認為關鍵在於讓議員充分發言、和而不同,若當選主席會定期與事務委員會主席會面,讓各主席主持會議的尺度比較接近,亦會探索更適時向行政機關反映;陳振英就指,會思考如何令行管會有更大代表性,加強協調,而非傾向某一方面。 議員莊家彬就關注,當選主席者一般不會為議案發言或加入事務委員會,如何確保所屬界別或地區的選民意見得以反映。金融界議員陳振英指,新一屆議會內有5名具銀行從業背景的議員,若業界關注特定議題,都會相約相關議員「一齊聽」,強調即使不在議會發表意見都會與業界保持溝通,亦會按以往做法,約見不同團體介紹法例。屬於九龍中選區的李慧琼就指,相信不同議員都會關心地區議題,市民聲音也可透過不同議員表達,她仍會落區和跟進個案,在不同渠道推動議題。 同意以往議員議案重複度高冀解決 議員林𬔻魯就問兩名候選人對質詢同議員議案的期望,以及如何改善質素。李慧琼回應指,官員要提交合適、詳細文件,如普遍議員認為官員「hea」,會向官員提醒並多溝通。她認為議員議案重複度高,要就如何進一步善用時間尋求共識、集思廣益;陳振英就認為,要令議案多元化實不易解決,因議員確關注數個主要民生議題,認為若議案高度相似,秘書處有責任核對並提出意見,若議員最終堅持,立法會主席留意到情况時也應適時介入,認為如立法會每周會議議題、字眼都相同,市民對議會關注度自然減低。 候選人特別論壇於今早9時半舉行,兩人各有5分鐘陳述競選政綱。陳振英表示,雖然未做過「代主席」、無主持大會的經驗,但強調熟悉議事規則,若當選主席,不會參與所屬板塊的決策、不評論政府政策、不參與任何投票,會竭盡所能服務議會,形容會在其公職生涯的最後階段獻出力量。 陳振英又說,若當選會致力推動立法會及行政機關用好現時互動溝通平台,深化政策等在不同階段的討論;亦會研究擴闊社會大眾對立法會工作的參與管道和對議會的認識,並就大埔宏福苑火災後續工作,配合政府加速檢討及修訂法例,急事特辦。 李慧琼則說,如果當選會讓立法會更主動對接國家戰略,自言作為人大常委願意作為「政策對接的橋樑、 機遇落地的推手」。她又說,會建立更緊密的行政立法互動,亦會「把關」讓政府提交檔案有充足的資料、讓議員有合理的時間審議、官員也要認真回應議員提問,並會就重大議題推動跨板塊議員合作。 李慧琼又稱,面對複雜的國際形勢和地緣政治衝突,國家安全隨時面對風險,認為立法會需要一位有經驗、立場堅定、能夠沉穩應對變局、堅定維護國安的議員擔任主席,強調若當選會定期與不同的板塊議員溝通。 李慧琼:若當選不參與民建聯黨團會議 陳振英:將不再參與G19例會 兩人之後接受議員提問,其中體育、演藝、文化及出版界議員霍啟剛問到,陳振英及李慧琼會如何處理各自所屬板塊及政黨就政策的討論。李慧琼承諾如當選不再參與民建聯黨團會議、不參與決策,原則上不會就公共政策發表個人意見。陳振英稱,若當選將不會再參與G19有關投票意向、修正案字眼等的商討,亦不會公開評論政府政策。 Source link
