【明報專訊】廣東省政府於上月7日發布《「數字灣區」建設三年行動方案》（下稱《方案》），就2023至2025年建立「數字灣區（又稱「數位灣區」）」勾勒藍圖（詳見表）；上星期，香港創科局聯同國家網信辦共同公布《大灣區標準合同》，於大灣區9+2城市先行先試免除轉移個人資料數量限制、簡化影響評估內容，首階段邀請銀行、徵信及醫療機構申請。一直關注企業數據管理與安全的安永（中國）華南區諮詢服務主管合伙人胡立基及安永網絡安全與隱私保護諮詢服務合伙人陳光華認為，《方案》提供了頂層框架設計，之前與數據相關的零散措施有了明確目標方向，有助接下來的跨境數據流通建立雛形。 Source link

【明報專訊】政府早前檢討被勒令強制入院精神病患的「有條件釋放」機制，提出擴大至自願入院期間「有暴力行為或刑事暴力傾向」的病人，醫管局正制訂臨牀指引。醫衛局及醫管局最新綜合回覆顯示，新指引改為若病人出院對自身或其他人有危險，可拒絕其離院要求，並改為強制入院，未提加入「暴力」字眼。據了解，當局擬要求醫生更嚴格執行強制入院，惟暫無意於法定條件新增暴力元素，冀藉此避過修例。有學者質疑醫生受壓難免會收緊標準，將更多病人轉為強制入院，恐令自願入院者有感被騙。 Source link
