金管局:16家銀行預留逾3700億元予中小企融資 (11:22) – 20241018 – 即時財經新聞

5項措施包括,釋放銀行資本便利中小企融資需求;預留超過3,700億港元專項資金支持中小企;推出更多協助中小企轉型的信貸產品及服務;增加更多「部分還本」安排選項;早落實「中小企融資擔保計劃」的優化措施。

金管局指,在當前的經濟轉型期中,將會與銀行業推出以下五項措施,協助中小企持續發展和升級轉型,提升它們的競爭力和生產力以應對各種營運挑戰:

1. 釋放銀行資本便利中小企融資需求:金管局將逆周期緩衝資本(CCyB)比率由1%下調至0.5%,及容許銀行提早實施《巴塞爾協定三》下對中小企貸款較優惠的資本要求,藉此釋放銀行的資本,讓銀行利用這些額外資本支持中小企的信貸需要。

2. 預留專項資金支持中小企:16家活躍於中小企貸款的銀行已經在其貸款組合中預留總共超過3,700億港元的中小企專項資金,便利中小企客戶獲得所需融資,以應對多變的經營環境。銀行亦會因應中小企的需要和發展,定期檢視和考慮增加專項資金的規模。

​3. 推出更多協助中小企轉型的信貸產品及服務:銀行承諾推出更多信貸產品及服務以滿足中小企轉型,包括預先批核信貸額度、無抵押貸款、跨境貸款,和備有靈活還款期的信貸產品等。

在數碼轉型方面,銀行會透過提供電子商務融資及電子支付服務,讓不同行業如零售、餐飲和貿易業等的中小企能更好利用數據和採用創新業務方案,加強市場推廣、簡化業務流程及節省營運成本。

在綠色轉型方面,銀行會積極考慮推出相關的諮詢服務,並通過與綠色認證機構合作,減輕中小企申請綠色認證的費用,支持中小企實踐低碳轉型,亦會提供綠色貸款協助它們購買及採用低碳設備以減少自身的碳排放,及轉型成綠色供應商等。

4. 增加更多「部分還本」安排選項:銀行業「預先批核還息不還本」計劃於二○二三年七月展開有序退出程序時,協調機制推出優化措施,協助有關企業逐步回復至正常還款。考慮到一些客戶的「部分還本」安排將於二○二五年初到期,銀行承諾會以包容態度,按照審慎風險管理原則,向這些企業客戶提供更多具彈性的還款安排,例如延長「部分還本」選項期限,提供更多不同還款比例和時限的「部分還本」選項,甚或還息不還本安排,以協助它們應對經濟轉型期的挑戰。上述安排同樣適用於以個人名義敍做之的士、小巴及商用汽車貸款。

5. 投放足夠人手和資源,盡早落實「中小企融資擔保計劃」的優化措施:銀行會適當配備資源處理申請個案,積極配合香港按證保險有限公司,盡早落實「中小企融資擔保計劃」下的「還息不還本」安排以及其他優化措施。

金管局稱,會繼續了解銀行的中小企業務策略,亦會透過協調機制和專責小組與銀行業和工商界保持緊密聯繫,舉行研討會及其他活動,推廣銀行業支持各行各業中小企的服務、產品和計劃,攜手支持中小企持續發展和升級轉型。
