發改委：整治內捲轉變成「優價值」 以新供給創造新需求 (16:30) – 20260120 – 即時財經新聞

發改委副主任王昌林表示，接下來要把宏觀政策的發力點放在做強國內大循環上，全方位擴大國內需求。今年發改委將研究出台2026年至2030年擴大內需戰略實施方案，以新供給創造新需求，提供強有力的創新舉措和要素保障。

在會上發改委指，會研究設立國家級併購基金，加強政府投資、基金布局規劃等，促進創新創業創造。王昌林更稱，重點要綜合整治「內捲式」競爭，實現從「捲價格」向「優價值」轉變。要完善市場准入、公平競爭、產能退出等機制，加強產能調控，進一步細化地方招商引資，規範地方經濟促進行為。他們擬進一步加強普惠性、基礎性、兜底性民生建設，努力促進高質量充分就業，有序實施育兒補貼制度，逐步推行免費學前教育，推動優化節假日安排。

展望今年，發改委國民經濟綜合司司長周陳稱，正謀劃推進「十五五」時期的高技術產業標誌性引領性重大工程。去年全國數字經濟增加值有望達到49萬億元，佔GDP（國民生產總值）約35%，未來將創造更大市場空間。

發改委體制改革綜合司司長王任飛則指，下一步將研究制定全國統一大市場建設條例，同時將出台妨礙建設全國統一大市場事項清單和招商引資鼓勵和禁止事項清單，並完善相關統計財稅考核制度，健全激勵約束機制。今年將續實施更積極的財政和適度寬鬆的貨幣政策，亦將增強改革與消費投資政策協同。消費方面要進一步清理不合理限制措施，亦加快培育消費新增長點。
