公屋租上租 奇招出盡避審查!


高處未算高,公屋輪候時間再度延長,去年第4季公屋平均輪候時間為5.8年,較上一季上升0.2年。公屋資源寶貴,政府一邊廂加強打擊濫用公屋,但另一邊廂有人卻浪費資源,將公屋違法「租上租」。據《新聞透視》的報導,有人在網上放租青衣公屋單位,實用面積220平方呎,1房間隔,有獨立廚廁,提供梳化、衣櫃等家具,月租$7,500,但其實這個單位的官方租金僅約$1,000,即是租戶每月從中賺取至少$6,000。租戶私自非法出租公屋、未補價居屋或租置屋,即是俗稱「暗盤」,實屬違法行為,將會不予以警告終止租約。有關人士由終止租約翌日起5年內,被禁止再次申請公屋。此外,值得留意的是,並不只是公屋租戶或業主才違法的,如市民明知單位是公屋、未補價的居屋並租住,與有關租戶或業主同樣觸犯《房屋條例》,最高可判罰$50萬及入獄1年。於2017年,粉嶺祥華邨就有一家四口因公屋詐騙被廉政公署落案起訴,並判有罪,其中母親將未補地價公屋單位出租5年,兼教唆租客說謊,5年間獲$26萬租,結果被判囚8周。因此為避免被房屋署發現「租上租」的情況,雙方一般是不會簽訂租約、打釐印等,而且沒有信箱使用權,而上述的青衣單位,更要求將租金放
